Fedora has gone through a few changes over time. You can find rpms in the following areas:

Fedora originally named their releases Core X (first 6 major releases). After that Fedora names them Releases. Fedora publishes the Core and all Releases prior to 32 as Archived. Even though the archive and linux part of fedora show the full tree, you must be in the archive tree to see older releases and in the linux tree to see newer releases.
